Established in 1958, the Cypress Black Bayou Recreation and Water Conservation District serves as a vital community resource for irrigation, recreation, and municipal use. The District is overseen by a Board of Commissioners appointed by various Bossier Parish entities, including the Police Jury, the School Board, the Bossier Levee District, the Town of Benton, and the City of Bossier City. Cypress Lake was flooded in late 1975, followed by Black Bayou in 1978. After addressing spillway issues, Black Bayou officially reopened in 1980. Today, the District encompasses approximately 2,500 acres of land surrounding the lakes, with 450 acres dedicated to Cypress Recreation Park.
