Tecate is a Mexican border city that developed as an antithesis of neighboring Tijuana. The people of Tecate were successful in their attempt to avoid an orientation toward tourism. Instead of this and the semi-legal services that come with tourism along the United States-Mexico border, Tecate developed manufacturing industries. Slightly more isolation from such American cities as San Diego and Los Angeles enhanced this struggle for a "clean" city. Additionally, the people and the existing companies promoted a policy of keeping the city small to avoid pollution and industrial to avoid dependence on tourism. Now the city is proud, and it prospers with one of the highest per capita incomes in Mexico.
