Toledo, a charming town with a rich history, offers a unique blend of natural beauty and historical significance. Originally settled in the early 1850s by Joshua Tibeau, who squatted on the land, the area has evolved into a vibrant community. Tibeau constructed a house near the river on what is now Cowlitz Street. In 1854, Christopher Pagett purchased Tibeau's squatter rights and subsequently filed for a donation land claim. On March 6, 1866, Pagett and his wife, Urania, were granted a donation land claim by the U.S. Government. Just a month later, Pagett sold the land to Javan Hall for $250, only to reacquire it in 1871. By 1873, he sold the property to Augustus Rochon for $800. While the exact founding date of Toledo remains unclear, it is believed that a settlement existed as early as the late 1860s, although no population records were maintained until the town's incorporation in 1892.
