Established in 1949, Lake Shelby was created by flooding a low-lying field area after the construction of a dam, rather than being excavated. Initially serving as a water reservoir for Kentucky Utilities and a private fish and game club, the lake transitioned to a public resource in the early 1970s when the Shelbyville Shelby County Park and Recreation Board took over its management. Today, the park is operated by the City of Shelbyville in collaboration with the Shelbyville/Shelby County Parks and Recreation and the Kentucky Department of Fish and Wildlife. Visitors to Lake Shelby Park can enjoy a variety of outdoor activities, including fishing, hiking, and picnicking, all set against the backdrop of the lake
