The Don Pedro Reservoir stands out as a remarkable feat of engineering and a vital resource for the surrounding communities, offering a blend of irrigation, recreation, and ecological benefits. Originally constructed in 1923 by the Turlock and Modesto irrigation districts, the original Don Pedro Dam had a storage capacity of just 289,000 acre-feet, which proved insufficient for the irrigation demands of a single growing season. In response to several dry winters, the districts opted to build a larger dam to ensure adequate water storage for multiple dry years. In collaboration with the City and County of San Francisco, the irrigation districts embarked on what was then referred to as the New Don Pedro Project. The term "New" was eventually dropped after the original dam was submerged by the expanded reservoir. Today, the site is simply known as the Don Pedro Reservoir, Don Pedro Lake, or Lake Don Pedro. San Francisco's financial investment in the project allowed the city to relieve itself of upstream flood control responsibilities on the Tuolumne River while gaining increased operational flexibility. Through a sophisticated banking and accounting system, San Francisco can pre-release water into Don Pedro, which then becomes the property of the irrigation districts. This arrangement enables San Francisco to divert upstream flows that would otherwise belong to the districts, promoting the conservation
