It was easy to pull into to camp and the view of the bay and Marin was exquisite. We loved the Pirate Blackstar BBQ which we walked to right along the bay.
Super special hideaway in the bay.
Place has potential and post-industrial chic, but at present it is way too close, undersupported, and undeveloped to be a good value. Campsites are in sharp ballast gravel and are right on top of each other. There was a dead osprey, a weedy lot next to railroad tracks with hazards like sharp, rusty cable ends sticking out of the ground. No water, not even a picnic table. One single porta potty for all the sites. Campsites are also along the road to overflow partaking area for the Black Star Pirate BBQ, so our tent got raked by headlights til midnight and felt very unsafe/exposed to a surprising amount of car traffic. A nearby anchor-out ran their generator until 2 am—so loud and bright. The launch point for SUPs/small boats was steep, poorly graded, no rocks or rip-rap have been moved to it was hazardous getting in and out. Yikes overall.

Great if you just look straight out
This place is definitely different. The location is unique and the views out toward the bay are really great. The other campers were nice and respectful and seemed to enjoy the place more than me. But I personally would not stay here again.
Even if you ignore the drive in, from your campsite you can see a junk yard to the right and storage for old vehicles to the left. The campsites are all lined up next to each other pretty tightly along k-rails and between two of them there's a simple port-a-potty, next to which someone has to sleep.

We had a great experience but felt that the price was high for a site with no water (shut off due to drought). To be fair, all of this was spelled out for us before we booked.
Terminal four lot C was a great place to stay! It was fairly private and had an amazing view of San Pablo bay. There were evening lights that came on to provide a nice atmosphere until about 9 PM when I go to bed anyway. The quick ride over to San Pablo Harbor was worth the time. I didn’t get to try the barbecue but the sculpture garden an area in general is amazing. I’m looking forward to coming back next time I’m in the San Francisco Bay area
Can't beat the beautiful view and quiet in the eastbay. A hidden gem for sure and yet close to all local attractions.
It was beautiful to be on the bay with lots of osprey nesting near by and a boat ramp for putting in our kayaks. It's great how close it is to Black Star Pirate BBQ and Good Hot saunas, and amazingly sites were available a few weeks out, unlike most other campgrounds near the bay. However, it was pretty expensive, and the campground seemed to be geared towards camper vans. As tent campers, we would have appreciated better surfaces for tents and amenities like picnic tables. That said, if it was cheaper, I would recommend it to all my friends and go back regularly!
Pros-Had a great view of San Pablo bay, & surrounding rec area, relatively easy to find & get to, porta potty was emptied the day we got there, so definite plus for that. Camping neighbors, when we had any, were friendly. Black Star bbq was delicious and had a great ambience & live music. I know it’s not part of Terminal 4, but it was a great bonus to our camping trip. There’s a communal electrical outlet, but we were there by ourselves all day the 2nd day so we were able to charge anything that needed to be charged & even had cell service if we wanted.
Cons-camping area is all gravel, so be prepared if you’re tent camping-wasn’t a big deal to us, we just put a heavy duty tarp under the tent, but it does make it hard to kneel on the ground if need be. Lots of friendly (meaning people driving in either direction waved at you as they drove by, lol) traffic to the businesses down the road from camp, we’d actually made a joke about them all driving into the side of the mountain cause there isn’t enough parking spots for as many cars as it seemed drove by, then it seemed like they all decided to leave at the same time about 10:30 that night, lol. There’s no lights which is awesome, but there were quite a few cars that were driving by pretty fast when they were leaving. Someone hit the electric gate that you come thru to the campsites sometime between Friday when we got there & Sunday when we left so it was propped open.
Overall, I’d go again & explore some more.
